Dear Mr. Addis,

Foreign Office, August 11, 1910. MR. MAX MÜLLER has telegraphed that he has received a note from the Wai-wu Pu in reply to the identic notes from the four Powers of the 13th ultimo, stating that his note had been transmitted to the Board of Communications, and requesting him to notify the banks interested to negotiate direct with the Board.
